The Management Analyst at the Training Division analyzes, researches, develops, and implements Maricopa County Sheriff's Office (MCSO) policy, training lessons/materials and office-wide procedures. This role performs comprehensive research and analysis on complex departmental issues, prepares comprehensive reports, supports/develops lesson plans and delivers training, and provides support for compliance with relevant policies, rules, and regulations.

Position Qualifications

Education

  • Bachelor's Degree in Business Administration, Data Analytics, Criminal Justice, Public Administration, Psychology/Social Work, Statistics, Education, Training Development and Instructional Design, or related field.

Experience

  • Two (2) years of professional level analytical and training development experience.

OR

Combined education and experience qualifications

  • Other combinations of education or experience may substitute for the minimum qualifications on a year-for-year basis.

Other requirements

  • To be considered for employment with the Maricopa County Sheriff's Office, successful candidates must not have a revoked or suspended driver's license.
  • Training that may be provided on-the-job: FEMA NIMS - IS100 and 700; Safety; Payroll; PREA.
  • Prior to hiring, the Sheriff's Office requires that all candidates pass a background review.

Essential Job Tasks

  • Applies strong research skills using online databases and resources to identify and synthesize research that informs best-practices, industry standards for law enforcement practices, and supports identifying funding opportunities.
  • Evaluates standard operating procedures, monitors process improvements, and develops functional and process requirements; models report to address the unique and dynamic needs of the Training Division.
  • Uses research to develop and recommend strategies to improve processes and methods; plans and assists in the implementation of process improvement initiatives.
  • Prepares various reports including literature reviews and results of analysis; designs survey instruments; documents procedures to promote sustainability of operational procedures.
  • Applies creative techniques to develop visually aesthetic training material and operating procedures documentation to support program management.
  • Develops and produces evaluation methodologies; facilitates information gathering through qualitative and/or quantitative data collection strategies to use in program monitoring and to improve program effectiveness, inform training, and other departmental outcomes.
  • Implements a variety of evaluation projects for program planning, strategic planning, performance management, customer satisfaction, and quality improvement, working with internal and external stakeholders; monitors the progress of projects and assignments ensuring completion according to the Section priorities.
  • Participates in meetings, coalitions, workgroups, and conferences, facilitating or acting as liaison with various stakeholders on issues related to evaluation and program needs; trains and presents information as required.
  • Researches and analyzes best practices to apply throughout the Training Division's instruction and curriculum design process; identifies appropriate curricula through gap analysis and in collaboration with the training evaluation team.
  • Supports annual reviews of lesson plans and compares to analysis of organizationally identified trends and challenges to facilitate alignment with industry best practices, current case law, and compliance standards.
  • Uses database or statistical software (e.g., advanced features of Excel, SPSS, or other software) to query, manage, and report on data obtained from various sources; promotes sustainable procedures for standardization and automation of tasks and processes related to analysis.
  • Designs, develops, and deploys and maintains reports in dashboard format to support informed decision making and practices.
  • Conducts research and explores funding opportunities to support programs and organizational efforts, supports application and or grant management tasks.
  • Performs other duties and assists with special projects or strategic planning as assigned to support the Training Division.

Work occurs primarily indoors working in MCSO jail facilities with various staff and all classifications of inmates.

SELECTION PROCEDURE:

The Maricopa County Human Resources Department reserves the right to admit to the selection process only those candidates considered to be the most highly qualified. The hiring authority will interview and select the successful candidate from a list provided by Human Resources.
